Multi-depot routing with time windows, skills, paired pickup–delivery and a priced contractor allowance.
Fetches today’s open P9 jobs and the on-shift patrol fleet from the live RAC APIs, then solves. Patrols are held to their remaining shift plus overtime.

Start it with docker compose up, or cargo run --release -p tsp-api. See SETUP.md if this is a fresh clone.
